Cincinnati City Council unanimously approved an ordinance authorizing the sale of a condemned, City-owned house in Mount Auburn for $1.
The City will sell the property at 292 McGregor Avenue (BIRD'S EYE) to Theresa Debnam, who plans to rehabilitate it into two units - one a child daycare home, and one as her personal residence.
The City acquired the house, which was built around 1890, in 2000. It has been condemned since 2004 and had passed to the hazard abatement stage, but the case has since been closed.
The house was a liability for the City, producing no revenue and requiring payments for property taxes and minimal maintenance.
It also requires extensive lead abatement, a new roof, and the replacement of some of its structural timber.
Debnam has secured a rehab loan to perform the work.
Current zoning requires Debnam to limit the daycare attendance to six children and to locate the playground in the back yard, surrounded by a four-foot fence.
