YP-friendly Delta Flats breaks ground in Columbia Tusculum

Ground was broken this morning for Delta Flats, a new 76-unit apartment community geared toward young professionals at the corner of Columbia Parkway and Delta Avenue in Columbia Tusculum.

The $8.1 million project, being developed by Towne Development Group, will feature one-bedroom and one-bedroom with dens, each with nine-foot ceilings, stainless steel appliances, granite countertops, stacked washer and dryer, energy-efficient HVAC systems, and private terraces. Common amenities include a pool with sun deck, club room, fitness center, and outdoor terrace.

"Our goal is to keep it sharp for the young professionals and to keep them from moving out to the suburbs," said Marvin Rosenberg, partner and Towne Properties co-founder.

Apartments will be priced between $850 and $1,195 a month.

"These are perfectly priced for our young professional community," said Mayor Mark Mallory.

The location is within a short walk to Columbia Square, a reasonable walk to Mount Lookout Square, and a 10-minute drive to Downtown.

Columbia Tusculum Community Council President Matt Ackermann said that Delta Flats is a plus for everyone in the neighborhood and aids the recently-formed 3 East Business Association, which serves Columbia Tusculum, the East End, and Linwood.

"It's nice to have the density," Ackermann said. "It really helps our business district."

Street calming improvements planned for Columbia Parkway should also help.

"We'd like to have Columbia Tusculum known as a walkable neighborhood," Ackermann said.

Construction is scheduled for completion in the fall of 2014.

The City is contributing $1.3 million in grants and loans for the project to cover site improvements, geotechnical work, and construction costs. The project also received a 15-year property tax exemption, granted because the project is pursuing LEED certification, that will save Towne nearly $2.2 million.
