Bell Home for Sightless, the property was purchased by 3CDC affiliate OTR Holdings Inc. for $275,000 in 2010, shortly after a purchase option expired that would have allowed Pennsylvania-based Firetree Ltd. to open a 46-bed residential re-entry facility for federal ex-offenders.
